36: New Welcome Page!

I reworked my page somewhat today, so it's a little more approachable for someone who hasn't visited it. There's now a banner at the top asking people to look at the Welcome page unless they're signed in, and I made placeholder pages for all of my engineering projects, which I will eventually write explanations for and synopses of, but not today, and likely not soon. I don't have a real deadline for that, so it could honestly be a very long time.
